ಮಹಿಳಾ ಸಬಲೀಕರಣದ ಚಿಗುರು "ಯತ್ರ ನಾರ್ಯಂತು ಪೂಜ್ಯಂತೇ ರಮ್ಯಂತೇ ತತ್ರ ದೇವತಃ " ಎಲ್ಲಿ ನಾರಿಯು ಪೂಜಿಸಲ್ಪಡುವಳೋ ಅಲ್ಲಿ ದೇವತೆಗಳು ಗಮಿಸುತ್ತಿರುತ್ತಾರೆ ಎಂಬುದು ಮೇಲಿನ ಸಾಲುಗಳ ತಾತ್ಪರ್ಯ. ಇಂತಹ ಮೋಹಕ ಸಾಲುಗಳನ್ನು ಬಳಸುತ್ತ ನಾಮ ಮಾತ್ರಕ್ಕೆ ಮಹಿಳೆಯರನ್ನು ಮೇಲ್ ಸ್ತರಕ್ಕೆ ತರುವ ಅವಿರತ ಪ್ರಯತ್ನವನ್ನು ಪುರುಷ ಸಮಾಜ ಶತಶತಮಾನಗಳಿಂದ ಮಾಡುತ್ತಲೇ ಬಂದಿದೆ. ದೇಶದಲ್ಲಿ ಎಷ್ಟೋ ಮಹಿಳೆಯರು ಇನ್ನೂ ಅಡುಗೆ ಮನೆ ಹುಡುಗಿಯರಾಗಿ ಕಿರು ಕಿಂಡಿಯಲ್ಲಿ ಬರಿ ಬಯಲ ಆಕಾಶವನ್ನು ನೋಡುತ್ತಿದ್ದಾರೆ. ಸಮಾಜದಲ್ಲಿನ ಅನಿಷ್ಟ ಪದ್ಧತಿಗಳಾದ ಕೇಶ ಮುಂಡನ, ಬಾಲ್ಯ ವಿವಾಹ, ವರದಕ್ಷಿಣೆ, ಲೈಂಗಿಕ ಕಿರುಕುಳ, ಉದ್ದೇಶಿತ ಅನಕ್ಷರತೆಯಂತಹವುಗಳು ಇನ್ನೂ ದೂರಾಗಿಲ್ಲ. ಎಲ್ಲೋ ಒಂದು ಕಡೆ ಇವೆಲ್ಲ ಇನ್ನೂ ಜೀವಂತವಾಗಿವೆ. ಇಂತಹ ಸಮಸ್ಯೆಗಳು ಮಹಿಳೆಯರ ಬೆಂಗಾವಲಲ್ಲಿ ಸುಳಿಯುತ್ತಿವೆ. ಈ ಪರಿಯ ಅಸಹನೀಯ ವಾತಾವರಣಕ್ಕೆ ಕಾರಣಗಳು ಅನೇಕ. ಆದ್ದರಿಂದ ಬಾಲ್ಯದಿಂದಲೇ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳಲ್ಲಿ ಹೆಣ್ಣು ಮಕ್ಕಳ ಸಬಲೀಕರಣಕ್ಕಾಗಿ ಸದ್ದಿಲ್ಲದೆ ಯೋಜನೆಯೊಂದು ಶುರುವಾಗಿದೆ. ಅದೇ ಮೀನಾ ತಂಡಗಳುಳ್ಳ ಎನ್.ಪಿ.ಇ.ಜಿ.ಇ.ಎಲ್(NPEGEL) ಕಾರ್ಯಕ್ರಮ. ಎನ್.ಪಿ.ಇ.ಜಿ.ಇ.ಎಲ್(NPEGEL) ನಡೆದು ಬಂದ ದಾರಿ : ದಕ್ಷಿಣ ಏಷ್ಯಾದಲ್ಲಿನ ಹೆಣ್ಣು ಮಕ್ಕಳ ಶಿಕ್ಷಣಕ್ಕಾಗಿ UNICEF ರೂಪಿಸಿದ ಈ ಹೊಸ ಕಾರ್ಯಕ್ರಮವು ಸೆಪ್ಟೆಂಬರ್ 24, 1998ರಂದು ಅಧಿಕೃತವಾಗಿ ನಮ್ಮ ಭಾರತ ದೇಶದಲ್ಲಿ
